The site presents an exciting opportunity to deliver a standout development on this long-standing vacant site in a prime location on Birkenhead’s waterfront.

From a planning perspective, the site is allocated for residential development in the adopted Wirral Unitary Development Plan and the emerging Wirral Local Plan.

The site also falls within the boundary of the Birkenhead Waterfront Regeneration Area in the emerging Local Plan - one of twelve regeneration areas identified by Wirral Council as the focus for future growth on the eastern side of the Borough.

As well as policies in the emerging Local Plan, the proposals for regeneration across Birkenhead will be guided by the Birkenhead 2040 Regeneration Framework and a series of master plans.

As noted on the plan below, key regeneration projects within the town include Woodside, Birkenhead Commercial District, Wirral Waters, Hind Street Urban Garden Village, St Werburgh’s Quarter and Dock Branch Park.

The Woodside Masterplan area is located directly to the north of the site. The draft Woodside Masterplan was issued for consultation by Wirral Council in January 2024. Although the Rose Brae site sits outside the masterplan area, the report considers in detail, how future development on the site is envisaged to integrate with the proposals for Woodside. This has influenced many of the principles adopted in our emerging design ideas.
